Update

Okay, so yesterday after blogging what my brother Jeff found, he found out that it might not be legal to keep the rack. Today he went to the Department of Fish and Wildlife and asked them if someone were to find something like he did, would it be legal to keep. They said no way and he then told them that he had something they would want. He went to his truck and turned it in to them. They were very thankful and said that he was a very honest man. That's my brother!
